The HCESC Early Learning Program early childhood development program has built a reputation of outstanding service to the children and families of Hamilton County.

HCESC Mission Statement and Objectives

The Hamilton County Educational Service Center Early Learning Program is dedicated to providing a comprehensive child development program that focuses on helping all children enter kindergarten ready to succeed by partnering with schools, agencies, communities, and parents.

Objectives:

  1. Evaluate and strengthen organizational development allowing for the delivery of coordinated and integrated quality services while utilizing internal resources.
  2. Effectively use data to make program decisions and manage information through the use of technology.
  3. Maximizing funding resources while maintaining quality programming.
  4. Identify and implement strategies to improve staff development and relations.
  5. Analyze program services and implement new ways to enhance curriculum and child development, family services, and parent involvement.
  6. Establish and strengthen relaionships with community, schools, and agencies to develop valuable partnerships and collaborations.

Enrollment

To enroll a child in HCESC Educational Service Center Early Learning Program
call: (513) 589-3012.

The following paperwork is needed for enrollment:

  • Age verification documentation (Birth Certificate, Crib Card, etc.)
  • Child's immunization record
  • Proof of income
  • Proof of residence

The enrollment process may include a home visit by an Early Learning Program Staff Member to meet the child and family and together set educational goals for the coming year .

Program Options

The HCESC Early Learning Program is an early childhood development program serving 15 suburban Hamilton County public school districts. The main center of operation is located in Forest Park. The ELP has built a reputation of outstanding service to the children and families of Hamilton County over 40 years.


Program Options Provide:

  • Ohio's New Early Learning Initiative (ELI)
    A full-day, full-year education and care program 35 to 52 weeks serving 3-5 year olds. Located in North College Hill, Reading, Winton Woods, Princeton, Southwest, and Mt. Healthy school districts and 15 childcare centers.
  • Head Start
    A part-day and full-day, full-year program education and care program 35-52 weeks serving 3-5 year olds. Located in 15 school districts
  • Early Head Start
    A home-based program serving the education of children and parents; 42 weeks serving birth to 3-year-olds. Located at Kemper Heights Family Resource Center in Forest Park.
  • KIDS
    A therapeutic part-day program serving 3-5 year old children who have suffered child abuse and neglect. Located at Kemper Heights Family Resource Center in Forest Park.
